That does sound like you're describing a car. I don't think they'd make very sporting opponents, since all they have going for them are weight and momentum. You could compare them with a carriage, if you're familiar with those.

The CCG is the Commission of Counter-Ghoul. Where I come from, there are beings called ghouls. While the police handle matters involving humans, the CCG addresses those involving ghouls, since particular training and equipment are necessary.
