[The world might be a kinder place, if more people thought like Naruto does. Haise doubts that it'll ever quite be that way where he comes from, but it's a very understanding outlook, and he's surprised to see anyone turn around from being horrified to such reasoned empathy so quickly.

It might be dangerous to say that no one is ever bad without reason, or rather... Sometimes those reasons don't mitigate their actions, or aren't very good ones. For instance, someone who kills simply for gratification isn't a person I would excuse, especially compared with someone who did it to survive.
[There's a drastic difference, and people on both ends of that spectrum exist. Benevolent as Haise himself is, he does try to keep that reality in mind. Has to, for that matter]
But part of knowing that difference is taking the time to understand.
