Historically speakin', it was a way of making sure no one got big enough to topple the government. The daimyo had to swap house every so often, which meant that they had to be on the road part-time and maintain their fancy digs both places. Keepin' up appearances enough to look good to everyone else took money.

Long story short, that was money that didn't go into funding plots to overthrow the Tokugawa.
