Looks like ALASTAIR's assembled a whole collection of characters from across the universes, huh? Pardon my asking, but what're your homelands like? Figure if I'm not gonna go elsewhere anytime soon, it'd be interesting to hear about yours. Since, you know - we've got a bit of downtime.

As for the others I was talking about, it isn't so much governing as it is putting certain parts of the ocean and the islands within it under protection. There's usually some sort of mutual benefit, so it's not too bad. The islands and countries run themselves, mostly. The Four Emperors keep the balance of power out on the seas. ( they're all also pirates and technically not legitimate rulers, but hey, details are for schmucks. )

I see. (So instead of defending a kingdom with knights, horses and land-based weaponry, they have ships. Fleets of them most likely.) I have spent a fair amount of time on ships. The sea can be beautiful. I can understand why someone would wish to own a piece of it.

Anyway, the Sea Kings are generally clustered in a couple of regions that lie adjacent to a sea route called the Grand Line - they're the Calm Belts. There's not much by way of currents or wind in those places so ships can't pass through easily, but the Navy's got their vessel hulls coated with seastone on the bottom. Makes it harder for the creatures to realise there's something above them in the water.
Then again, even if one of those things do show up outside of the Calm Belts, we could probably take 'em on easy.
