A fairly educated one. They do not act under Empress Youmi’s authority, and they despise Empress Nama. If they are loyal to neither ruler, then it stands to reason that they act under their own banner.

The attack was organized, but to my eye the injuries were caused by panic, not direct assault.

They could have just been working on their own without direction from anyone. Trying to sow panic.

I find purpose in the fact that they were dressed as Sea Clan in Mountain Clan territory. After all, it is said that the Mountain Clan has superior military power. What would they gain for their people from such a purposeless attack?
