Not as of yet. They could be zealots of the Mountain Clan, or even the Sea Clan. I find the latter to be unlikely, as I am not certain how they would have snuck into the festival with their own colors.
They could also be people of the Flowerlands, looking to capitalize on the conflict under the banner of neutrality.

It totally made no sense at all, so it's good we have confirmation. You couldn't get any more clues as to who they were? I mean, they could have been people from this land, trying to paint the other empire in an even worse light.

However, I find it unlikely that anyone from the sea would have been able to sneak inside undetected, which leaves us with the Flowerlands, and the Mountain Clan.

It would have drawn suspicion, hence the minimal information we have at our disposal.
