Yeah, they definitely wanted to be identified as Sea Clan members.

[ Which means it's unlikely they're from there, unless their zealots are even more unpredictable than Lorna's been led to believe. ]

The Mountain Clan's the obvious choice. They favor the whole military strike angle, but I doubt they'd kill or injure many of their own people.

Judging by their state of mind, I would imagine they might have considered it an acceptable loss, in exchange for sparking war. Whomever they were.

It can divide your forces against you, though. [ She too, comes to sound as if she's speaking from experience. ] People don't like being scared all the time.

Perhaps. But that grip would still need to be wrested from those benefiting from that system.
