I believe an unknown third party may be attempting to escalate tension in order to incite civil war between the clans.

Whomever they are, they believe Empress Nama to be false. However, given that they were not acting on Empress Youmi's behalf, that does not actually tell of of their origins. It was not possible for me to determine.
