Technically, they're deployed to face threats all around the super-continent. But in reality, only very severe threats - ones that are a danger to the whole humanity - would necessitate such deployment.

[ See, Association got limited resources, like everything. Of course, they are going to prioritize their imminent neighborhood that pays their bills with donations. ]

I imagine if the alien invasion happened anywhere else, that would warrant a far away deployment. I also heard that organization's number 2 was deployed on solo mission of great importance but I have no idea what she faced.
